Vladimir Lukin responds to Armenia’s Ombudsman

Human Rights Commissioner of Russia Vladimir Lukin has responded to Armenian Ombudsman Karen Andreasian’s letter, in which Andreasian requested him to examine the reasons of degrading treatment of the alleged perpetrator of the car crash near Podolsk, according to a statement on a Facebook page of Ombudsman Karen Andreasian.
Despite the fact that Vladimir Lukin is on vacation now, he rapidly reacted to the letter of Armenian Ombudsman Karen Andreasian. The official letter sent to Karen Andraisian particularly says that “Russia’s Human Rights Commissioner hghly appreciates cooperation between human rights organizations of our states”.
Vladimr Lukin informed Andreasian that under the Law on Human Rights Commissioner of the Russian Federation, a formal application of Hrachia Harutyunian is needed in order to give a start to the case.
For this purpose the advisor to the Armenian Ombudsman Ms. Yerabuhi Tumaniants handed a draft formal application to Hrachia Harutyunian’s lawyer. The draft document indicates two contentious issues, in particular: in what conditions and due to what circumstances Hrachia Harutyunian was brought to that court in such a humiliating way and if Hrachia Harutyunian’s health was good enough so that he could be transferedx to an investigatory isolation ward”.
Karen Andreasian met today with Hrachia Harutyunian’s daughter, Lusine Harutyunian, and discussed a number of issues. Lusine expressed a desire to go to Moscow and see her father, expressing confidence that the meeting will help Hrachia Harutyunian to overcome his grave moral and psychological condition. The meeting will also allow her to make sure that Hrachia Harutyunian feels well enough.
